The enhancement of semiconductor lighting technology has enabled its application to expand, and its influence on people's daily lives is also increasing. Therefore, it is necessary to establish an authoritative and fair semiconductor lighting public inspection and evaluation platform to form a complete and networked semiconductor lighting inspection system. It is necessary to test and evaluate the products of the enterprise and provide convincing product quality inspection data. In addition, since LED is both a semiconductor device and a new type of light source, it is difficult to comprehensively measure its electrical parameters, optical parameters, and thermal parameters. Although China is a big country in the production of lighting products, the scale of domestic related enterprises is not large. When cutting into the production of semiconductor lighting products, most companies have difficulty in independently testing semiconductor lighting products within the enterprise, so they are carried out on the public inspection and evaluation platform. Testing, simultaneous testing methods, and instrument research are also critical.
Under this circumstance, many cities and regions in China have established local testing institutions as an important part of the development of the semiconductor lighting industry. In a few short years, a number of semiconductor lighting inspection agencies have appeared rapidly in China. However, what is the current situation of personnel configuration and site equipment of these established and under construction testing institutions? Is the actual testing capability already available? Is the test method and standard standardized? Is the test conducted for routine comparison and the results are relatively consistent? Has the national testing organization formed a networked structure?
In response to the above problems, the magazine recently conducted a survey of domestic semiconductor lighting inspection agencies. Through the survey results, we found that the current development level of semiconductor lighting inspection in China is uneven, the overall testing system is still confusing, the testing standards and testing methods are not unified, and the network has not yet formed, so it is difficult to timely and effectively report to the government. Consumers and business units provide authoritative testing services. Even the results of different products in different testing organizations are different. Users do not know which product should be selected according to the results of the testing organization, causing market confusion and seriously affecting semiconductor lighting. The rapid development of the industry is quite unfavorable for the long-term development of China's semiconductor lighting industry and its integration with the world. Therefore, building a unified and networked product testing system is indispensable for the sound development of Chinese semiconductor lighting.

In the near future, the magazine conducted a survey on domestic semiconductor lighting inspection agencies, and collected information on 21 key cities and 25 large-scale testing institutions. Compare and analyze the detection capabilities, asset scale, funding sources, operating mechanism, and geographical distribution of each testing organization.

As semiconductor lighting products are increasingly entering people's daily lives, whether it is government procurement, project bidding, or daily purchases of people, it is necessary to test and evaluate semiconductor lighting products, so the demand is huge. However, due to the different qualifications, personnel quality and testing equipment of various testing institutions, the testing capabilities of different institutions are also very different. For example, according to the detection capability, the current domestic testing institutions can be roughly divided into the following four categories: First, national testing centers that have a certain working basis. These national-level testing organizations have been built for a long time, and have already carried out a large number of testing of semiconductor lighting products, and have rich experience and staffing in the inspection of semiconductor lighting products. The second is the newly established organization that specializes in testing semiconductor lighting. Most of these testing institutions have been established in recent years due to the large amount of funds invested by the state and local governments. Most of them have better hardware conditions, but they still need to be further strengthened in terms of personnel technical level and testing capabilities. The third type of testing institution is based on the original traditional lighting testing mechanism, which has newly opened semiconductor lighting product testing projects. Such institutions have certain basic lighting product testing foundations, but they are still insufficient in semiconductor lighting product testing equipment and capacity building. . The fourth category is based on the testing platform of the laboratory of the enterprise or research institute. These testing platforms are generally located in the laboratories of enterprises and colleges and have certain product testing capabilities, but they are greatly influenced by the supporting units in terms of scale and personnel, and the development is unstable.

Asset size
Due to the different emphasis of local governments on testing institutions and the different foundations of testing institutions, the development of different testing institutions in China is also very different. This is reflected in the situation that the testing organization has the testing equipment, working conditions, etc., such as whether the platform testing conditions are perfect, whether the testing equipment configuration has reached the international advanced level, the domestic leading level, whether it basically covers the semiconductor lighting industry chain and application products. Test items, whether it can detect various characteristics such as photometric characteristics, chromaticity characteristics, electrical characteristics, thermal characteristics, aging characteristics, reliability, radiation safety, etc. for various semiconductor lighting products such as LED devices, LED light sources, and LED lamps. Analysis and evaluation assessment, whether it is possible to detect products such as road and tunnel lighting, interior and exterior lighting, landscape decorative lighting, automotive lighting, industrial lighting and special industry lighting. The above situation can be seen through the inspection of the asset size indicators of the organization. About 100% of the scale of the billion yuan accounted for about 16% of the survey, and the institutions with assets regulations between 10 million yuan and about 100 million accounted for about 52% of the surveys. It can also be seen from the operating mode and funding sources of the testing institutions that the current domestic testing industry is still confusing. Some inspection agencies are funded entirely by financial allocations. These institutions account for 17% of the survey, while others are private investments. Such institutions account for 4% of the survey. Some are jointly invested by the government and enterprises, colleges and other institutions, and also rely on the collection of testing services, such institutions are the mainstream of this survey, accounting for 79%. This has led some testing institutions to be completely market-oriented, and some still rely on the government, and some have begun to shift from relying entirely on the government to relying on the market.

Operating mechanism
The imbalance of the development of testing institutions can be reflected in the operating mechanism. Some testing institutions in this survey have obtained independent third-party status, but some institutions are still affiliated with enterprises and colleges due to historical and strength reasons.

The imbalance of China's economic development is also reflected in the semiconductor lighting inspection agencies. In this survey, different regions can be found, and the number of testing institutions varies. According to the region, there are 6 testing institutions in East China, 6 testing institutions in South China, 5 testing organizations in North China, 2 testing institutions in Central China, 2 in Northeast China, 2 in Southwest China, and 2 in Northwest China. It can be found that the detection is more distributed in East China, South China and North China. This reflects the high concentration of semiconductor lighting industry in the above regions, and there are many enterprises. The semiconductor lighting products market has high penetration and demand, and there will be better development in the future.

Building a networked semiconductor lighting inspection system
Through this survey, we can find that although some localities have invested in the construction of testing institutions, and some places even invested hundreds of millions of yuan, they have achieved certain results, but there are still many problems. First of all, there are certain vicious competitions in various local testing institutions, equipment is repeatedly invested, and there is a lack of coordination at the national level. Secondly, product testing methods are not uniform, and the results of the same products tested by national and local testing organizations are inconsistent. Finally, various places The testing organization has invested heavily in hardware equipment, but there is a general lack of experienced technicians, which leads to difficulties in testing capabilities and sustainable development capabilities. Therefore, it can be said that at present, there is no testing force in the system that can support the development of the industry, and it is difficult to meet the needs of rapid industrial development.
To solve the current situation of detecting market chaos, it is necessary to establish a group of authoritative and credible testing institutions. They not only provide services for technical research, product evaluation, and technical ruling of the trading process, but also promote the establishment of a good order in the entire semiconductor lighting industry and promote sustainable development.
The key to establishing a credible testing organization is how to demonstrate their service and openness. From the service point of view, the detection organization's target orientation is detection and evaluation. It is reflected in serving the enterprise and serving the industry, especially focusing on providing test and inspection services for start-up and small- and medium-sized enterprises. Quality inspection and evaluation functions reduce the operating costs of SMEs and improve their market competitiveness. From the perspective of openness, as a testing platform, it should be open after completion. On the basis of fully understanding the market demand and technology development trend, we will provide testing services for enterprises, serve enterprises in the surrounding areas, and even the whole country. The semiconductor lighting industry encourages enterprises to enrich and improve testing methods and establish a sound quality assurance system.
To achieve a service-oriented and open development goal, the testing organization needs the government's policy and financial support, the active participation of the enterprise, and the self-construction within the organization, focusing on the cultivation of talents and the formation of professional characteristics. Strengthen the professional skills training for testing personnel, and pay attention to the improvement of testing ability and analytical ability of new personnel. To expand the business of traditional lighting inspection institutions to the field of semiconductor lighting, it is necessary to strengthen the attention to the special characteristics of semiconductor lighting products, supplement and improve the technical strength, and ensure the accuracy of business transfer.

However, compared with China's vast land area and diverse market demand, only a few testing institutions are still unable to serve enterprises. It is imperative to effectively provide a one-stop service and a one-stop service for users to build a unified and perfect domestic network lighting semiconductor product inspection system.
The construction of this testing system must firstly plan the construction of the platform from the national level. According to the needs of different regional economic and industrial developments, plan from the top-level design of semiconductor lighting product testing platform construction, effectively integrate resources, increase investment in platform construction, and clarify the division of tasks between national platform and local platform, and differentiate and complement each other. Development. The national platform can take advantage of its professional authority and technological frontiers, lead the direction of technology development, accelerate the establishment of test methods and standard specifications for semiconductor lighting products, and provide equipment procurement, testing methods, personnel training, etc. to local platforms.
